Combine flour, oats, sugar and sultanas and mix well.
Place butter and honey into a saucepan and melt over a low heat. Remove from heat once melted and stir in the bicarb soda and water.
Make a well in dry ingredients and pour in the honey mixture. Mix well with a wooden spoon.
Get a heaped tablespoon of the mixture and roll into a ball. Repeat until the mixture is all used.
Place them onto lined trays approx. 5cm apart and flatten slightly with the back of your spoon.
Bake in the oven for 15-20 minutes or until biscuits are golden in colour. Note: If using 2 shelves in the oven, swap the trays when they are halfway through their cooking time.
Allow biscuits to stand for about 5 minutes and then transfer to a cooling rack.
