1. Preheat oven to 18O°C. Cut beef into 3 cm cubes. Season with salt and pepper, mix through 2 tablespoons oil to beef. Heat a large frypan over high heat, brown the beef in 2 batches. Place into casserole dish.
2. Reduce heat in frypan, add a little more oil, then add the vegetables to cook for a couple of minutes, stirring occasionally. Sprinkle the flour over the vegetables until they are well coated, slowly pour stock over the coated vegetables, stirring well. Add to the casserole dish, stirring to combine.
3. Add all remaining ingredients to the casserole dish, stirring well. Cover the casserole dish, place in the oven, cooking for approx. 2 hours stirring ever 1/2 an hour. until beef is tender.
*water can be added through oven process if needed to keep the beef and vegetables covered in liquid.
